Adjust app.yaml application name to match appspot instance.

This switches the application name to chromium-reviewbot, which is the
name of our appengine instance.

Will you also want to move the app's source directory to
tools/chromium-reviewbot to match, and to join the other appengine apps like
chromium-build, chromium-status, and chromium-jobqueue?

I could, but doesn't that break the mapped git repo? I it'd be a reasonable
thing to do for consistency nevertheless, and you could adjust the repo paths
afterwards I guess?

I don't think it's super important -- I'd have to ask Chase how much he cares
about the directory structure there -- but yes, it would have to be accompanied
by a CL to the replication script to point it at the new source. No big deal,
though.
