chromium.fyi: Set up a 'ClangToTAndroid (dbg)' buildbot

We previously did not have any bots building in this configuration, which
broke in the last Clang roll.

Mostly cargo-culted from other configs. Is there some way to see what args well
be used for gn, or is that hiding behind 'mb'?

I used an existing builder to get this started and figured we can request
another bot asynchronously.

gn args is handled src-side these days, see chrome/src/tools/mb/mb_config.pyl
