I can't do both atomically right?  I'll land this CL manually first, then update
infra's pins of both gocloud and luci-go at the same time.

Oh, except I don't have push access to the luci github repo, so I can't bypass
CQ.  I guess I'll do 3 commits - 1) update gocloud's pin in infra, 2) submit
this with CQ, 3) update luci-go's pin in infra.
