Implement ThreadedInputConnection#getCursorCapsMode()

Implement ThreadedInputConnection#getCursorCapsMode()

Some Latin keyboard apps use this function to check whether they need to
capitalize a letter at the current cursor. Delegating to TextUtil just as
BaseInputConnection#getCursorCapsMode() does.
