Moves RootWindowController::MoveWindowsTo to WmRootWindowController

This is part of getting shutdown of displays working correctly.

WmRootWindowController::MoveWindowsTo(WmWindow* dest) {
This name is mildly confusing in that the function does more than just move. I
kept it for consistency with what was there before.

It's unfortunate we need the two, but hopefully we can get rid of all these
functions once Displaymanager is ported.
