Build unix_dir for NaCl.

Build unix_dir for NaCl.

There are several functions in the 'unix' subfolder which
we currently ship headers for, but not implementions. e.g
dirname(3) and basename(3).

This change adds the 'unix' directory to the NaCl build
of newlib and excludes the 4 functions which don't 
currently compile.

Trybots pass for pnacl toolchain bots (except windows, which doesn't seem to
work at all with llvm_change_try_helper.sh) and x86 toolchain bots pass.

Is there a way to trigger and arm toolchain try containing a newlib patch
(e.g. is there an equiv for llvm_change_try_helper.sh/
toolchain-git-try.sh) for the arm toolchain?

There isn't a good way to do a try run for the ARM toolchain.
LGTM if the x86 toolchain bots are happy.  Just keep a close eye on the ARM bots
after you update toolchain_build.py.
