There's already a TimerThrottlingForBackgroundTabs feature. I wonder if we could
name this so that it's clear how they're related? Maybe
BudgetBasedTimerThrottlingForBackgroundTabs?

I believe that word "Expensive" explains the difference (and gives more
information than "BudgetBased" to a newcomer).
