[Extensions] Convert some ChromeSyncExtensionFunctions

[Extensions] Convert some ChromeSyncExtensionFunctions

SyncExtensionFunctions, AsyncExtensionFunctions,
ChromeSyncExtensionFunctions, and ChromeAsyncExtensionFunctions are
deprecated.

Remove ChromeSyncExtensionFunctions from:
- launcher_search_provider
- hotword_private
- i18n
- identity
- omnibox
