Enable faster reload on variation testing

Enable faster reload on variation testing

This patch removes NonValidatingReloadOnRefreshContent entry that was
already replaced with V2, and adds NonValidatingReloadOnNormalReload as
I did for desktops before.

Can you take a look?
We didn't enable this for Android because we haven't run this trial on Android.
That's simply because the feature would make noise for another trial
RefreshContentV2.
