I should have thought about SPDY when I did this, but you might want to look at
quic_flags_list.h (and quic_flags.h/quic_flags.cc). We recently cooked up a
clever way to only put the actual flag names and values in a single place. In
addition, we also cooked up QuicFlagSaver for use in unit tests to make sure
that the tests don't leak flags across tests. You might want to consider either
(or both) of these for SPDY.
