I'm not familiar enough to know if we can just do this, or if we should narrow
the scope to some sub-directories of libaddressinput.

Maybe the change should be in chrome/browser/autofill/DEPS instead?

As is, this makes several DEPS rules inside of c/b/ redundent. e.g. those in
chrome/browser/ui/autofill/DEPS.
