Add ui/wm to aura_builder target

Add ui/wm to aura_builder target
 This is to mitigate the issue crbug.com/354775 by at least compiling wm_core_unittsts on bots.

ChromeOS bots is using aura_builder target and this CL is to mitigate
crbug.com/354775.

We probably should remove this at one point, but I want to add this as a short
term solution until crbug.com/354775 is solved.

So the idea is to force ui/wm to compile on chromeos, even if the tests aren't
running yet?

If so, LGTM but please put the bug number after the BUG= line and maybe update
description to say this is for compile coverage for Chrome OS
