chromium.android: Test a swarmed blink_platform_unittests.

This runs blink_platform_unittests twice on Marshmallow 64 bit Tester.
Once via non-swarming, and again on swarming.

Plan is to let this run for a bit and if it fails identically, fully swarm
the bot.

I don't think it does; I think you'll just wind up with a
"blink_platform_unittests (2)" which is fine for a short-term thing.

(or swarming will modify the step name)
