Cleanup NaCl SDK recipes

Cleanup NaCl SDK recipes

Use api.chromium.runhooks() rather than using runhooks
wrapper script.

Don't pass needless arguments to buildbot_run.py.

This brings us one step closer to removing these
recipes and merging with nacl/sdk.py.
