Revert of StackFrameDepth should be managed per ThreadHeap (patchset #7 id:120001 of https://codereview.chromium.org/2304023003/ )

Reason for revert:
Caused FetchDataConsumerTeeTest.CreateFromBlobWithInvalidSize and FetchDataConsumerTeeTest.Create to fail
