Hmm, I'm not sure if it's worth introducing RunAllPerfTests. Can we just use
webkit_unittests for TimerPerfTest?

I didn't think we were allowed to use things from web/ in platform, which
suggests TimerPerfTest needs to move if we want to use webkit_unit_tests.  So
where should be move TimerPerfTest to? :)
