Provide v8::Context to v8::ValueDeserializer::ReadHeader.

Provide v8::Context to v8::ValueDeserializer::ReadHeader.

Since it can now throw exceptions, it should be explicitly given a context in
which to do so. This allows the no-argument version to be removed from V8.

FYI: This changes builds upon something that just landed in V8 short time ago.
Please generally keep a bigger window between V8 and dependent changes, so that
we have a stable API for the duration of at least one canary. Too small windows
are signaled here:
https://build.chromium.org/p/chromium.fyi/builders/Linux%20V8%20API%20Stabili...

This can lead to conflicts in case of a V8 canary revert.
