Instead of delegating this call via //ash/common -> //chrome -> //ash it would
be better to go direct from //ash/common -> //ash. One way to do this is to add
it to one of the Wm* classes like WmShell. Then you can change WmShellAura (or
similar) to call the code you need in //ash, and leave WmShellMus as not
implemented.

In general we want to minimize ash <-> chrome communication, as they will be in
different processes in mustash.

optional: Rename the method to SetLaserPointerEnabled() which will make call
sites easier to read.
