Disable SiteInstanceTest.ProcessSharingByType in
--site-per-process

This test checks how we combine renderers across processes. --site-per-process does not allow combining renderers from different SiteInstances, so this test is not expected to work properly.

LGTM, but can you change the subject and first line to include "in
--site-per-process"?  At first I thought you were disabling the test entirely. 
:)

Would it make sense to add a similar test that ensures multiple SiteInstances
from the same site can be grouped together when over the limit?  (If we don't
support that yet, feel free to file a bug.)
