Remove stale include of cancelable_request.h.

The FaviconService is not a CancelableRequestProvider anymore.
Fixed external classes that were incorrectly using "Handle", a type inherited from CancelableRequestProvider.

A bit of context:
The FaviconWebUIHandler's handler (or id) is something that is entirely managed
from within the FaviconWebUIHandler, and has no semantic relation with the
FaviconService::Handle.
It's likely an artefact from the past that was not caught during a refactoring
because both types are integer.
