[Android WebView] Call RequestProcessGL on UI thread

Currently we are not guaranteed to call RequestProcessGL on the UI
thread which is a threading bug that can cause coruption/crashes.

How about just calling RequestProcessGL() here, then use the thread safe pattern
in that method

void RequestProcessGL() {
  if (!currentlyOn(UI) {
    posttask(UI, RequestProcessGL())
    return;
  }
  ... do it
}

This way we avoid one task in the on-UI-thread case. (And the code here is a bit
simpler, and you don't need the DCHECK within that method)
