File manager: Fix PIEX_LOADER resource defintions.

image_loader/piex/piex.pexe.txt should be included in official builds,
since image_loader/piex/piex.nmf.txt references it.

Sure. This change worked for me with my local cros official build, but I'm not
that familiar with the file manager, so it is certainly possible that I missed
something.

The problem is the image loader extension cannot access the PIEX library via
chrome-extension:// URL since the PIEX library is located at
file_manager/internal, not file_manager/image_loader.
I uploaded the workaround crrev.com/2300283002.
