ClangToTLinuxASanLibfuzzer: Add 'clang_tot' to 'chromium_apply_config'

Setting LLVM_FORCE_HEAD_REVISION for runhooks wasn't enough, as
tools/clang/scripts/update.py --print-revision will still print the
pinned revision without this.
