Skip _NETSCAPE_URL population for image drags.

Nautilus prefers _NETSCAPE_URL over XDS unfortunately, so we skip
setting _NETSCAPE_URL content in this case.

I'm a little uncertain about testing. It looks like we have some unit tests for
this, but they don't go poking about in the private bits of the class. Any
thoughts?

In general, we're not great at testing the X11ish bits. This is an area for
improvement and if you want to add a test here, go ahead.

I'll look at it adding it separately. I'd like to try to get this merged if
possible.
