This is not actually about the initial stability log. So the name of the metric
is kind of confusing.

How about instead of using InitialStabilityLog as the substring in the name,
instead doing something like "Internals"

i.e. Stability.Internals.DataDiscardCount

And for the one above Stability.Internals.InitialStabilityLogDeferredCount
