[Extensions] Remove SyncExtensionFunction

SyncExtensionFunctions, AsyncExtensionFunctions,
ChromeSyncExtensionFunctions, and ChromeAsyncExtensionFunctions are
deprecated.

Remove SyncExtensionFunction.
