skia: GN_Android builders look ok, clean up

skia: GN_Android builders look ok, clean up

This removes all the builds obsoleted by the GN_Android compile bots:
   - everyone uses NEON on ARMv7 now, so drop the NoNEON bots
   - similarly, drop the old non-DSP2 Mips bot; the new mipsel is the same as the old MipsDSP2
   - the rest are exact correspondents

This leaves two TODO bots to port.

And while we're at it, we've worked around mipsel issues, so move those to the
more plentiful Linux builders, leaving a single default arm64-Debug on Mac just
to make sure we can keep building from a Mac host.
