This CL updates .gitignore to catapult_base's move to common/ into account.

Kari, PTAL. The reference builds are downloading in py_utils, but I liked Ned's
idea of moving the node stuff to a standalone module called node_runner, so
that's where I want to put the node_modules directory and package.json.
