NOTE: This is a small change that I wanted to do back when I was working on i18n
of number strings.  PowerStatusView was fixed here:
  https://codereview.chromium.org/1951493002/
but FormatPercent() wasn't added until here:
  https://codereview.chromium.org/1989563002

I saw that this CL would be appropriate, left a TODO in my personal notes, and
have just now processed it.
