Hey Mike, your first docserver review! This is a nice one. Touches basically
everything: the server, the private templates, the public documentation surface,
and some static resources.

Since it involves server changes you'll need to run the preview server to see
it. Instructions:

1. Run chrome/common/extensions/docs/server2/preview.py
2. Go to http://localhost:8000/apps/manifest.html
3. Click on externally_connectable
