[ash-md] Updates web-ui tooltips to MD

Changes the tooltips (cr.ui.Bubble):
- black background at 80% opacity
- white text color at 87% opacity
- no arrow
- additional spacing from the anchor view

You removed offsets from the side of the screen. Why won't bubble cross it?
(Did you try enabling on-screen keyboard?)
