LowMemoryManagement: Deprecate unnecessary calls to Android.

The following two methods defined in process.mojom are not needed anymore
because oom_adj setting and lowmemorykiller are disabled by default on Android side.
- DisableBuiltinOomAdjustment()
- DisableLowMemoryKiller()
