Enable ExperimentalWebSocket under "Experimental Web Platform Features".

Since most of layout tests pass, I would like to expose it for
experimental users.

How unstable is it?  When do you ship it?

We are doing huge refactoring on chromium side.
Because its effect is huge, I would like to expose the new implementation for
experimental users and see if it works well.
If everything goes well, we are planing to switch the implementation on M36 or
M37.

Since the refactoring doesn't change the WebSocket API (except deprecated ones),
we are not going to post "Intent to Ship".
