Added DEPS files to //chrome/browser/policy.

Added DEPS files to //chrome/browser/policy.

Part of this code will be moved into a layered component, and these DEPS checks
will make sure no new dependencies are introduced.

This was generated by a script and then the files meant to stay were moved
manually.

Some of the current exceptions may end up staying in chrome/browser/policy too;
I'll remove those exceptions as each file is considered.

Mostly the browser connector, profile connector and policy_browsertest. The
CPHandlerList also reaches out to the chromeos handlers.

Hopefully we can fix all of that :-)

We plan to reduce the number of exceptions. These DEPS were added to prevent new
dependencies from being introduced while we work on removing the existing ones
