this is very weird to have the String.h define an interface and the StringUtil.h
be an impl, I guess it's not part of public/ ?

Yep. StringBufferImpl wants to hide m_owner from public so it has a non-public
implementation. Most non-public files include StringUtil.

It could make sense to split StringBufferImpl out of StringUtil if the
functionality grows, but right now one private header with all string-related
stuff looks ok.
