[Android] Make cpu_features dependent on configurable android_ndk_root

There are compiler errors while building libstandalonelibwebviewchromium only.

The pathes for cpu_features are source-tree absolute pathes.

Hi scottmg,
   I have got some compiler errors while building
libstandalonelibwebviewchromium only if I put android_tools in custom directory.

ninja: error:
'../../third_party/android_tools/ndk/sources/android/cpufeatures/cpu-features.c',
needed by 'obj/third_party/android_tools/cpu_features/cpu-features.o', missing
and no known rule to make it
