Adjust MdTextButton border calculation.

Buttons should normally be 28dp tall. Other scenarios with bigger than
usual text require adjustment to that value.

This is sorta tricky but I did my best to explain in the code. The reason this
is changing is that (a) normal button size is increasing from 24 to 28 (b) Mac
font metrics mean the old calculation would have lead to too-big buttons.
