Video Capture Mojo: Rename interface VideoCaptureDevice to VideoCaptureDeviceProxy

This CL is part of the Mojo Video Capture work. For the bigger picture, see [1]. This is a follow up to a CL [2] currently under review.

* Rename interface VideoCaptureDevice to VideoCaptureDeviceProxy.
* Rename method VideoCaptureDeviceFactory::CreateDevice() to CreateDeviceProxy().

Sorry if this caused confusion. The "1.4a.b" is an identifier I use to map to a
corresponding section in the design doc [1].
The numeric part at the beginning indicates a planned CL. The letters part at
the end refers to the initial CL having been split. 
This is mostly for myself to be able to keep track of the order in which to
process the CLs.

I realize this may not be helpful to reviewers, so I will probably not put them
in the CL description in the future, and also avoid putting out more than one CL
at a time.
