Disable DexLoaderTest.testLoadFromRemoteDataDir on Jellybean

Loading the WebAPK runtime dex from the host browser's assets is broken on
Android Jellybean. Disable the test till the bug is fixed

I think that fixing this on Android Jellybean is not important for this
milestone but is for the next milestone

(This being broken means that WebAPKs will load slowly the first time that they
are run on Jellybean)
