Currently Feedback builds for Android builds also, while we don't support Chrome
feedback on Android. Since we're creating this separate Feedback gypi, we should
make the feedback build conditional on OS != "android".

This does not have to be done in this CL, as long as we put a todo here with a
crbug referenced in it to do so in the near future.
