It's not required because ui/events/blink exports things as a source_set,
meaning (if I understand correctly) that the obj files are linked separately
into each dependent component. So we get a copy of ~DidOverscrollParams linked
into each dll.

Why does ui/events/blink use a source set and not a component? No idea.
