mash: Migrate Shelf aura::Window uses to WmWindow.

Convert remaining Shelf aura::Window parameters to WmWindow.
(TODO: move shelf files to eliminate internal aura::Window use)
Move shelf notify functions to WmShell. Update callers. Misc cleanup.
