tryserver.chromium.webrtc: re-enable remote_run

tryserver.chromium.webrtc: re-enable remote_run

It's expected to work for all recipes other than webrtc/libfuzzer .

The previous attempt (https://codereview.chromium.org/2230053003)
by mistake changed recipe to be run on some builders (e.g. ios),
ignoring the spec.
