I don't think that Chrome should encourage the user to enable "installation from
unknown sources" if they have not done so

we've already talked with security and they said it's acceptable for developer
testing. forwarded you the thread

- We discussed offline and decided to keep on silently failing if the user has
not enabled "Installation from unknown sources"
- I have added a Log message in case that the install fails because
"Installation from unknown sources" to help developers diagnose why their WebAPK
is not installing
