Add chromecast_build gyp variable and add rules when the variable is set to 1.

cups is for printing yes? I think you get this turned off for free with
embedded=1. If not, embedded should be updated to turn off  cups.

Because we don't want to disable all the logs from WebKit in release/non-debug
mode. (Note that this macro alone won't enable all the logs. It just allows us
to enable logging for individual WebKit log channel when needed/desired.)
