The mus version of ShelfLayoutManager also needs to be removed, but I think we
should do that in a separate cleanup pass, maybe later when the rest of the
shelf code is further along.

I had to introduce a placeholder shelf widget, as the status area code assumes
that at least a WmWindow exists for the shelf.

This is awkward, but I really want to get the status area showing. For example,
while playing with it today I've discovered that pointerwatchers don't work in
mash (I know why, and it's an easy fix).
