One comment on process: what we usually do on our team with changes like this
that are part of a whole:

1) File a bug like "convert auto-bisect to recipes in repos" which has a short
description of the overall work. It probably blocks both bugs linked in this CL.
2) File a bug on the specific issue you're seeing (the one you pasted in the CL
comment). It blocks the bug from 1)
3) Put BUG= in the CL description to the bug from 2

That way we can flip back and forth between the low-level (actual bug you're
fixing) and the high level (what is the thing there is a bug in), and if someone
is sheriffing out of our timezones they can get more context.
