Make ScriptForbiddenScope inlineable

Make ScriptForbiddenScope inlineable

Stack allocated scopes work considerably faster if they have inlineable
constructors and destructors. This CL moves ScriptForbiddenScope to it's header
file.

Hmm I didn't think this worked because it puts the storage in multiple
compilation units?

I think you want to move this into a private: section of ScriptForbiddenScope
and then do:

unsigned ScriptForbiddenScope::s_forbiddenCount = 0; in the .cpp file.
