OWNERS in infra_libs: lock for modifications

I'm moving it to the new location: //packages/infra_libs.  I'm setting
OWNERS with set noparent to acquire an exclusive lock for myself.

This ideally should only take a few minutes to a few hours. After that,
infra_libs will be deleted.
