I don't think that's the right place. This is wrong for every single file that
has upper-case characters in their name (due to goma), and hence this warning
should be disabled globally. I think with gn you already use chromium's build/
config stuff and should get that for free. With gyp,
https://cs.chromium.org/chromium/src/v8/gypfiles/standalone.gypi?rcl=0&l=454
looks like it's probably the right place for this.
